How to Award an SBA 8(a) Sole-Source Contract to STC in Under 30 Days.

The federal procurement playbook for contracting officers who need a minority-owned small business modular partner without a competitive bid cycle. Below: the five-step process, the FAR references, and STC's active 8(a) credentials.

The Five-Step Sole-Source Path

Agency confirms 8(a) fit

The contracting officer or program manager confirms the requirement falls within an 8(a) eligible NAICS — 236220 (Commercial and Institutional Building Construction) or 332311 (Prefabricated Metal Buildings). Most STC projects fall under one or both.

FAR reference: 13 CFR § 124.503 · NAICS eligibility for 8(a) sole-source.

Buyer submits the briefing request

Contracting officer or PM submits STC's 4-field briefing form (Name, Agency, Phone, What you need). STC responds within one business day with a preliminary scope, schedule range, and rough order of magnitude pricing.

STC delivers the proposal

STC delivers a federal-format proposal package: technical approach, schedule, price, past performance, bonding letter, certifications. Standard turn: five to ten business days for buildings under $8.5 million.

FAR reference: FAR 19.804-2 · 8(a) sole-source award threshold ($8.5M for acquisitions assigned manufacturing NAICS codes, including 332311, and $5.5M for all other acquisitions).

SBA approves, or agency uses delegated authority

For most awards SBA reviews and approves the offer; for agencies with delegated 8(a) authority (DoD components, several civilian agencies), the approval step is internal. Approval typically completes in 10 to 21 days when paperwork moves promptly.

FAR reference: FAR 19.811 · sole-source 8(a) procedures.

Contract awarded

Award memorialized, NTP issued, design, and procurement begin. STC mobilizes to site within 14 days of NTP and delivers commissioned facilities turnkey in 11 to 13 months from contract date for most building types.

STEP 1 OF 5

Why 8(a) Sole-Source Wins

No Competitive Bid

Single-source award eliminates the 30 to 90 day competitive solicitation cycle. Agency moves directly from requirement to award, recovering quarter or fiscal-year deadlines that competitive timelines would forfeit.

No Protest Risk

Sole-source 8(a) awards under the threshold are not subject to bid protests at GAO. The award stands the day SBA approves. No schedule risk from a losing bidder filing protest paperwork the week before NTP.

Faster Award

Most STC 8(a) awards complete in under 30 days from briefing request to NTP. Competitive procurements for the same building scope typically deliver turnkey in 11 to 13 months. Agency keeps the building on the original delivery timeline.
